adding the additional considerations in the
Treasury letter (it will be noted however
that the War Office do not want to send
the memorandum out as it is). It would
however be useful if we could define more
olely exactly how far the War Office are prepared to go in conceding the minor
claims for relief referred to above.
For
this purpose a Conference would be useful at which
and we can also find out exactly how much
of the memorandum can be passed on to Hong
Kong. I would suggest therefore that
a Conference should be arranged with the War
Office and Treasury and that we should then
take the line that we,here, do not wish to
press the 121% proposal against their opposition and are prepared to beton to the Case against it to Hong Kong; that we agree that the claim
to relief in respect of municipal and
revenue cannot be conceded, but that we should
press the other claims to relief on the lines
indicated above and should endeavour to get
the War Office to say exactly how far they
are prepared to go in conceding these claims,
in order that we may explain the position
exactly to Hong Kong.
